Driving instructors provide practical training to individuals for obtaining a driver's license. They can engage in this activity only if they are certified by the Ministry of Transport through the Romanian Road Authority - A.R.R., in accordance with the Regulations on the Certification of Traffic Law Teachers and Driving Instructors, approved by OMT (Ministry Order of Transport) no. 733/2013.
The initial certification as a driving instructor involves the following steps:
- Attending a professional training course
- Passing the certification exam
The validity period of the driving instructor certificate is 5 years from the date of passing the practical examination for certification.
Extending the validity of the driving instructor certificate involves the following steps:
- Attending a professional development course in the final year of the certificate's validity
- Passing the examination for renewing the certificate before its expiration
In the case of extending the validity with additional categories of the driving instructor certificate, the new certificate is valid from the date of passing the practical examination. In this case, a new certificate is issued, valid from the date of passing the practical examination until the expiration date of the previous certificate.
(Note: Initially, obtaining the driving instructor certificate is done for one or more of the categories A, B, or BE, and after a period of at least 2 years of effective activity as a driving instructor, certification can be obtained for categories C, CE, Tr, Tv, or Tb. The effective activity as a driving instructor mentioned in paragraph (2) consists of training a minimum of 100 trainees who seek to obtain a driver's license during the mentioned period.
Obtaining the driving instructor certificate for at least one of the categories D or DE is conditioned by holding the driving instructor certificate for at least one of the categories C or CE for a minimum period of 2 years, during which the applicant completed the training of a minimum of 30 trainees who requested training for these categories).
Renewing the driving instructor certificate involves the following steps:
- Attending a professional development course in the final year of the certificate's validity
- Passing the examination for renewing the certificate before its expiration
In the case of renewing the driving instructor certificate, a new certificate is issued for the same categories as the previous certificate, with a validity period of 5 years from the expiration date of the previous certificate.
Applicants who are high school graduates with a baccalaureate diploma or graduates of vocational schools specializing in automotive can access the professional training and certification of driving instructors.
In addition to the educational requirement, the applicant must cumulatively meet the following conditions:
a) Be at least 25 years old b) Hold a valid driver's license for at least 5 years in the minimum category for which certification is requested c) Not have had the right to drive vehicles suspended for alcohol consumption in the last year or more than twice in the last 15 years d) Not have had the driver's license canceled in the last 10 years e) Be medically and psychologically fit for the respective activity f) Not have been convicted by a final court decision for an offense related to traffic regulations, murder, assault or injury causing death, serious bodily harm, robbery, outrage, outrage against public morals, disturbance of public order, rape, unlawful deprivation of liberty, bribery, influence peddling, trafficking or illicit drug use, unless rehabilitation or amnesty has occurred.
After completing the professional training course, the candidate can only take the exam in the county/municipality of Bucharest where the authorized center, where the training was conducted, is located.
Candidates rejected in the first exam can take a new exam in any county or in Bucharest.
Only candidates who meet the requirements for enrollment in the courses and have completed the training/professional development participate in the exam for initial obtaining/expansion with additional categories/renewal of the driving instructor certificate.
Individuals declared unsuccessful in the exam for initial obtaining/expansion with additional categories of the validity of the driving instructor certificate can retake the exam within one year from the date of the initial exam.
Individuals declared unsuccessful in the exam for renewal of the driving instructor certificate can retake the exam within one year from the date of the initial exam, without exceeding the validity period of the held certificate.
Exam for obtaining a certificate or extending its validity with additional categories:
The exam for obtaining the driving instructor certificate consists of the following tests:
a) a written test, eliminatory, which aims to verify the knowledge of traffic rules and knowledge of the vehicle, consisting of a multiple-choice test with 60 questions, with a duration of 60 minutes; this test is taken in an IT system. b) a practical test, in traffic, for each category for which certification is requested, with a duration of 30 minutes, intended to evaluate the knowledge, skills, and pedagogical capacities necessary for practical training.
To pass the exam, the candidate must answer correctly at least 48 questions in the multiple-choice test and obtain a passing grade on the practical test.
The multiple-choice test questions have four answer options, of which one, two, three, or all four options may be correct, or none of them.
Exam for renewal of the driving instructor certificate:
The exam consists of a multiple-choice test with 60 questions, with a duration of 60 minutes, which is taken in an IT system.
To pass the exam, the candidate must answer correctly at least 48 questions in the multiple-choice test and obtain a passing grade on the practical test.
The multiple-choice test questions have four answer options, of which one, two, three, or all four options may be correct, or none of them.
Upon completing the multiple-choice test, the score and the pass/fail grade obtained by each candidate are automatically displayed on the PC unit screen at the examination center.
Additionally, the grade obtained in the exam can be found on the website www.arr.ro, under the section "certificate/credentials information," on the first working day after the exam.
The examination for the professional certification of specialized personnel in the field of road transport is organized and conducted only for candidates registered in the examination system by authorized centers that certify the completion of professional training in accordance with the current regulations.
For each examination session provided in the Examination Calendar, the candidates' scheduling on that day is done by the examination committee, based on the specialties for which they take the exams and, secondarily, in alphabetical order of the candidates' names. The scheduling is communicated to the training centers interested by the Romanian Road Authority - A.R.R., at least 48 hours before the exams, and additionally, it is also displayed on the website: www.arr.ro.
The members of the examination committee prohibit access to the examination room for candidates under the influence of alcoholic beverages or psychotropic substances, as well as for anyone who is not a candidate, except in cases where technical staff intervenes to remedy an electronic equipment malfunction.
The members of the examination committee allocate to each candidate who meets the conditions for taking the exam, through the IT system, a unique numeric examination code for each candidate, which allows them access to the multiple-choice questionnaire generated by the examination system application. The numeric examination code is handed to the candidates upon entering the examination room.
Upon entering the examination room, the candidates are obliged to fill in their names, personal numeric code, and handwritten signature on the table provided by the examination committee.
After registering in the table, the candidates are directed to the PC terminal/unit where they will solve the multiple-choice questionnaire. The candidates access the computer-assisted examination system by using the unique examination code received from the examination committee.
The scores obtained by the candidates in the multiple-choice questions included in the questionnaires generated by the examination system are automatically displayed on the screen of the PC terminal/unit used by each candidate at the end of the test, including the pass/fail grade for the respective test.
Candidates who obtain a passing grade on the multiple-choice questionnaire will be subsequently scheduled for the practical test.
The members of the examination committee interrupt the examination of candidates who:
- use supportive writings, technical communication or audio/video recording equipment, or any objects/equipment that could be used to cheat on the exam in the examination room;
- engage in discussions with other candidates, behave noisily or in a manner that may disturb the examination of other candidates or do not maintain a decent demeanor;
- appear for the exam under the influence of alcoholic beverages or psychotropic substances.
ENROLLMENT CONDITIONS:
- Minimum age of 25 years.
- Holder of a driving license for at least 5 years for categories A, B, BE, and at least 3 years for categories C, CE, D, DE, Tr, Tv, Tb.
- No suspension of driving privileges in the last 5 years due to alcohol consumption.
- No cancellation of the driving license in the last 5 years.
- Medical and psychological fitness for the respective activity.
- No final conviction by a court decision for a traffic offense, homicide, assault or causing death, serious bodily injury, robbery, outrage, outrage against public decency, disturbing public peace, rape, illegal deprivation of liberty, bribery, influence trafficking, illicit drug trafficking or consumption, unless rehabilitation or amnesty has occurred.
The documents required for enrollment in the training courses for obtaining the driving instructor certificate are submitted to the training and professional development center for road transport personnel authorized by the Ministry of Transport. The required documents are as follows:
- a) Original application form.
- b) Copy of the identification document.
- c) Copy of the driving license.
- d) Copy of the educational qualifications (legally certified).
- e) Original copy of the driving record or equivalent document valid for 30 days, indicating that the applicant meets the conditions specified in Article 7, paragraph (1), letters c) and d) of the Regulations regarding the certification of road legislation teachers and driving instructors, approved by Order of the Minister of Transport no. 733/2013, with subsequent amendments and completions. For citizens of other European Union member states, a notarized statement is accepted instead, confirming that the driving license has not been canceled or suspended for the reasons specified in Article 7 of the aforementioned Regulations.
- f) Valid original medical and psychological clearance stating "fit" for driving instructor.
- g) Original certificate of criminal record, indicating that the applicant meets the conditions specified in Article 7, paragraph (1), letter f) of the above-mentioned Regulations.
- h) Certificate issued by the driving school(s) where the driving instructor has worked, indicating compliance with the conditions specified in Article 3, paragraph (2) or (4), as well as a valid driving instructor certificate for the categories specified in Article 3, paragraph (1) and (2), as applicable.
The documents mentioned in letters b), c), and f) must be certified as true copies of the original by adding the mention "conform cu originalul" (true to the original), writing the name and surname, and signing by the person receiving the documents at the respective training and professional development center for road transport personnel, after comparing them with the originals.
For attending professional development courses for the renewal of the certificate, the holder must submit documents from letters a) to g) to the training and professional development center for road transport personnel, excluding the document mentioned in letter d).
