In order to practice their occupation, drivers holding driving licenses for at least one of the categories C1, C1E, C, and CE must possess a minimum level of knowledge necessary for carrying out their profession, which needs to be periodically updated.

The Certificate of Initial Professional Qualification (CPI), hereinafter referred to as CPI, represents evidence of the initial professional qualification and can be obtained in accordance with the provisions of the Regulations in Annex No. 2 to Order No. 1214/2015.

Drivers who perform passenger transport and hold a CPI and who develop or change their activity to carry out freight transport are not required to complete the common parts of the two types of initial qualification. They only need to complete the specific parts of the new qualification, followed by passing a theoretical exam. Consequently, holders of a CPI who wish to obtain another CPI for the other type of transport will take a theoretical exam with a single test limited to the subjects corresponding to the type of transport for which the new initial qualification is requested (exam known as short CPI). However, these drivers will be required to take the practical exam in its entirety.

Drivers who meet the following conditions are exempt from the obligation of initial qualification:

a) Holders of a driving license for at least one of the categories C1, C1E, C, and CE, issued before September 9, 2009.

The certification of the initial professional qualification of drivers is regulated by the Regulations in Annex No. 2 to Order No. 1214/2015.

Only drivers who meet one of the following conditions can obtain the initial professional qualification in Romania:

a) They are citizens or nationals of a European Union member state who have their residence in Romania, as defined in Article 14 of Council Regulation (EEC) No. 3821/85 of December 20, 1985, on recording equipment in road transport, as amended and supplemented. b) They are citizens or nationals of non-European Union member states who are employed by an enterprise established in Romania or have obtained the right to work in Romania.

(In the sense of Regulation (EEC) No. 3821/1985, "current residence" is the place where a person usually resides, i.e., for at least 185 days in each calendar year, for personal or professional reasons, or in the case of a person without professional obligations, for personal reasons, due to strong ties between that person and the place of residence. However, the usual residence of a person whose professional ties are in a place other than the place of their personal ties and who therefore lives alternately in different places located in two or more member states is considered to be the place where that person has personal ties, provided that person regularly returns there. This last condition is not imposed if the person resides in a member state for the execution of a specific mission. Drivers provide proof of their current residence through all means, especially through their identity card).

The exam for obtaining a new initial qualification (short CPI) consists of a theoretical and a practical exam.

The theoretical exam consists of a set of 20 multiple-choice questions that must be answered within 20 minutes. Each question has four answer options, of which only one is correct.

To pass the exam, it is necessary to answer correctly at least 70% of the questions, which means at least 14 questions.

At the end of the exam, the score and the pass/fail result for each candidate are automatically displayed on the PC unit terminal screen where they took the exam.

Additionally, the exam result can be obtained from the website www.arr.ro, under the section "Certificate/Qualifications Information," on the first working day after the exam.

The examination for the professional certification of specialized personnel in the field of road transport is organized and conducted only for candidates registered in the examination system by authorized centers.

For each examination session specified in the Examination Schedule, the scheduling of candidates on that day is done by the examination committee based on the specialties for which they take the exams and, secondarily, in alphabetical order of the candidates' names. The scheduling is communicated to the interested training centers by the Romanian Road Authority - A.R.R., at least 48 hours before the exams, and is also posted on the website: www.arr.ro.

The examination committee members prohibit access to the examination room for candidates under the influence of alcoholic beverages or psychotropic substances, as well as for anyone who is not a candidate, except in cases where technical personnel intervene to remedy a malfunction of the electronic equipment.

The examination committee members allocate to each candidate who meets the examination requirements, through the computerized system, a unique examination code, which allows them to access the multiple-choice questionnaire generated by the examination computer system application. The examination code is given to the candidates upon entering the examination room.

Upon entering the examination room, candidates are required to fill in their name, first name, personal identification code, and provide their handwritten signature on the table provided by the examination committee.

After registration in the table, candidates are guided to the PC terminal where they will solve the multiple-choice questionnaire. Candidates access the computer-assisted examination system using the unique examination code provided by the examination committee.

The examination committee members interrupt the examination for candidates who:

  • Use auxiliary writings, technical communication or audio/video recording equipment, or any objects/equipment that could be used to cheat in the examination.
  • Engage in discussions with other candidates, behave noisily or in a manner that may disrupt the examination of other candidates or exhibit indecent behavior.
  • Present themselves for the exam under the influence of alcoholic beverages or psychotropic substances.

Candidates who pass the theoretical exam will be able to take the practical exam, which consists of the following tests:

a) A driving test aimed at evaluating the preparation for rational driving based on safety rules. This test takes place, as much as possible, on roads located outside built-up areas, on expressways or highways (or other similar roads), as well as on all types of urban public roads that present different types of difficulties that a driver may encounter. It is preferable for this test to take place under various traffic intensity conditions. The driving time on the road should be optimally used to evaluate the candidate in all traffic areas they may encounter. The minimum duration of this test is 60 minutes. Candidates who pass this test will be eligible to take the practical exam specified in b). b) A test covering at least points 1.4, 1.5, 1.6, 3.2, 3.3, and 3.5 of Annex No. 2a) to Order No. 1214/2015. The minimum duration of this test is 30 minutes.

To be eligible for the CPI qualification exam, candidates must pass both the theoretical exam and all partial tests of the practical exam.

CONDITIONS
they are citizens or nationals of a member state of the European Union who reside in Romania (according to art. 14 of Reg. 3821/85);
are citizens or nationals of non-member states of the European Union, who are employed by an enterprise established in Romania or have acquired the right to work in Romania.

In order to follow the course for obtaining the CPI, candidates will submit a file with the following documents to the headquarters of the training and professional development center authorized by the Ministry of Transport:

a) request,
b) the identity document, in copy,
c) driver's license, copy,
d) the act that demonstrates the fulfillment of the conditions provided for in art. 1 paragraph (6) of OMT no. 1214/2015, in copy (for citizens or nationals of non-member states of the European Union)

Obs.: Copies of the documents provided for in letters b) - d) are certified by the applicant for compliance with the original by writing "The undersigned …………………………., I declare on my own responsibility, under the penalty of the criminal law regarding forgery in statements, that this act is in accordance with the original" and signature.

Course duration: 5 days (35 hours)
