
In order to exercise their profession, drivers holding driving licences for at least one of the categories D1, D1E, D and DE must have a minimum level of knowledge required to carry out their profession, which must be regularly updated.
The Certificate of Initial Professional Qualification, hereinafter referred to as CPI, is proof of the initial professional qualification and may be obtained in accordance with the provisions of the Rules in Annex No 2 to MTO No 1214/2015.
Drivers carrying out goods transport who are holders of a CPI and who develop or change their activity to carry out passenger transport, do not have to go through the common parts of the two types of initial qualification, but only the specific parts of the new qualification, followed by passing a theoretical examination. Consequently, holders of a CPC who wish to obtain another CPC for the other type of transport will sit a theoretical examination with a single test limited to the subjects corresponding to the type of transport for which the new initial qualification is sought (known as a short CPC). However, these drivers will be required to take the full practical test.
Drivers who are exempt from the initial qualification requirement are:
(a) holders of a driving licence for at least one of the categories D1, D1E, D and DE, issued before 9 September 2008;
Only drivers who fulfil one of the following conditions may obtain the initial professional qualification in Romania:
(a) they are citizens or nationals of a Member State of the European Union residing in Romania, as defined in Article 14 of Council Regulation (EEC) No 3821/85 of 20 December 1985 on recording equipment in road transport, as subsequently amended and supplemented;
b) are citizens or nationals of non-member States of the European Union who are employed by an undertaking established in Romania or have acquired the right to work in Romania.
(For the purposes of Regulation (EEC) No 3821/1985, "usual residence" means the place where a person usually resides, i.e. for at least 185 days in each calendar year, for personal or occupational reasons, or in the case of a person without occupational obligations, for personal reasons, by virtue of the close links between that person and the place of residence. However, the habitual residence of a person whose occupational ties are in a place other than that of his personal ties and who therefore lives alternately in different places situated in two or more Member States shall be considered to be the place where that person has personal ties, provided that he returns there regularly. The latter condition shall not be imposed where the person is living in a Member State for the purpose of carrying out a fixed-term assignment. Drivers shall provide proof of their current place of residence by all means, in particular their identity card).
The New Initial Qualification Examination (short CPI) consists of a theoretical and a practical examination.
The theory exam consists of a set of 20 grid questions to be completed in 20 minutes. Each question has four possible answers of which only one is correct.
At least 70% of the questions, i.e. at least 14 questions, must be answered correctly to pass the exam.
At the end of the exam, the score and pass/fail grade obtained by each candidate are automatically displayed on the terminal screen of the PC unit where he/she took the exam.
The grade obtained in the exam can also be found on the www.arr.ro website here, in the section on certificate/attestation information, on the first working day after the exam.
The examination for the professional certification of road transport specialists is organised and conducted only for candidates registered in the computerised examination system by authorised centres.
For each examination session provided for in the Examination Calendar, the candidates shall be scheduled on that day by the examination board according to the specialities for which they are taking the examinations and, secondarily, in alphabetical order of the candidates' names. The Romanian Road Authority - A.R.R. shall notify the training centres concerned of the schedule at least 48 hours before the exams are held and, in addition, it shall also be posted on the website: www.arr.ro.
The members of the examination committee forbid access to the examination room to candidates under the influence of alcoholic beverages or psychotropic substances, as well as to any person who is not a candidate, except in cases where the technical staff intervenes to remedy a malfunction of the electronic equipment.
The members of the examination board shall allocate to each candidate who meets the conditions for taking the examination, via the computer system, a unique examination number code for each candidate, which shall give him/her access to the grid questionnaire generated by the computerised examination system application. The numerical examination code is given to candidates when they enter the examination room.
When entering the examination room, candidates are required to fill in their full name, personal code and handwritten signature on the table provided by the examination board.
After entering the table, candidates are directed to the PC terminal/unit where they are to answer the grid-type questionnaire. Candidates access the computer-assisted examination system using the unique examination code received from the examination board.
Examination Board members interrupt the examination of candidates who:
- use aids, technical communication or audio/video recording equipment or any objects/equipment in the examination room that could be used to cheat the examination;
- engage in discussions with other candidates, are noisy or in a manner likely to disrupt the examination of other candidates, or are not in good behaviour,
- appear for the examination under the influence of alcohol or psychotropic substances.
Candidates who are declared successful in the theoretical examination may sit the practical examination, which consists of the following tests:
(a) a driving test designed to assess training in rational driving based on safety rules. This test takes place, as far as possible, on roads outside built-up areas, on expressways or motorways (or similar roads) and on all types of urban public roads, which should present different types of difficulties that a driver may encounter. It is preferable that this test is carried out under various conditions of traffic intensity. Driving time on the road should be used optimally to assess the candidate in all traffic areas that they might encounter. The minimum duration of this test is 60 minutes. Candidates who are successful in this test will be allowed to take the practical test provided for in (b);
(b) a test covering at least points 1.4, 1.5, 1.6, 3.2, 3.3 and 3.5 of Annex 2a) to TMO No 1214/2015.
The minimum duration of this test is 30 minutes;
In order to be admitted to the CPI examination, candidates must be declared successful in both the theoretical examination and in all the partial tests of the practical examination.
REGISTRATION CONDITIONS FOR OBTAINING CPI CERTIFICATE PERSONS SHORT:
they are citizens or nationals of a member state of the European Union who reside in Romania (according to art. 14 of Reg. 3821/85);
are citizens or nationals of non-member states of the European Union, who are employed by an enterprise established in Romania or have acquired the right to work in Romania.

In order to follow the course for obtaining the CPI SHORT passenger transport, candidates will submit a file with the following documents to the headquarters of the professional training and development center authorized by the Ministry of Transport:
a) request,
b) the identity document, in copy,
c) driver's license, copy,
d) the act that demonstrates the fulfillment of the conditions provided for in art. 1 paragraph (6) of OMT no. 1214/2015, in copy.
Obs.: Copies of the documents provided for in letters b) - d) are certified by the applicant for compliance with the original by writing "The undersigned …………………………., I declare on my own responsibility, under the penalty of the criminal law regarding forgery in statements, that this act is in accordance with the original" and signature.
Course duration: 5 days (35 hours)
