Drivers who carry out national road transport for a fee of defective or damaged road vehicles must hold a certificate for the transport of damaged vehicles.

The certificate for the transport of damaged vehicles represents the proof of professional competence for the quality of driver of vehicles intended for the mentioned road transports.

Note: Certificates of initial qualification (CPI) or periodic training (CPC) valid for vehicles in categories C1, C1E, C or CE are also valid for the transport of damaged vehicles.

The training and professional attestation of drivers who carry out national road transport for a fee of defective or damaged road vehicles is regulated by the Rules in Annex no. 7 to OMT no. 1214/2015.

After completion of the training course, the candidate may take the examination only in the county/municipality of Bucharest in which the authorised centre where he/she completed the training is based.

Candidates who fail the first examination may take a new examination in any county or in the Municipality of Bucharest.

The examination for the certificate for the transport of damaged vehicles consists of a set of 20 grid questions to be answered in 20 minutes. Each question has four possible answers of which only one is correct.

At least 70% of the questions, i.e. at least 14 questions, must be answered correctly to pass the test.

At the end of the exam, the score and pass/fail grade obtained by each candidate are automatically displayed on the terminal screen of the PC unit where he/she took the exam.

The grade obtained in the examination can also be found on the www.arr.ro website here , under the section Certificate/attestation information, on the first working day after the examination.

The examination for the professional certification of road transport specialists is organised and conducted only for candidates registered in the computerised examination system by authorised centres.

For each examination session provided for in the Examination Calendar, the candidates shall be scheduled on that day by the examination board according to the specialities for which they are taking the examinations and, secondarily, in alphabetical order of the candidates' names. The Romanian Road Authority - A.R.R. shall notify the training centres concerned of the schedule at least 48 hours before the exams are held and, in addition, it shall also be posted on the website: www.arr.ro.

The members of the examination committee forbid access to the examination room to candidates under the influence of alcoholic beverages or psychotropic substances, as well as to any person who is not a candidate, except in cases where the technical staff intervenes to remedy a malfunction of the electronic equipment.

The members of the examination board shall allocate to each candidate who meets the conditions for taking the examination, via the computer system, a unique examination number code for each candidate, which shall give him/her access to the grid questionnaire generated by the computerised examination system application. The numerical examination code is given to candidates when they enter the examination room.

When entering the examination room, candidates are required to fill in their name and surname, their personal code number and their handwritten signature on the table provided by the examination board.

After entering the table, candidates are directed to the PC terminal/unit where they are to answer the grid-type questionnaire. Candidates access the computer-assisted examination system using the unique examination code received from the examination board.

Examination Board members interrupt the examination of candidates who:

use aids, technical communication or audio/video recording equipment or any objects/equipment in the examination room that could be used to cheat the examination;
engage in discussions with other candidates, are noisy or in a manner likely to disrupt the examination of other candidates, or are not in good behaviour,
appear for the examination under the influence of alcohol or psychotropic substances.

If you choose to register online, you should know that in order to complete the registration, you must present yourself at our headquarters with the original documents within 3 working days at most.

To enroll in the training courses for obtaining the certificate for the transport of damaged vehicles, the candidate must hold a valid driving license for at least one of the categories BE, C1, C1E, C or CE, issued or recognized by the competent authority in Romania.

In order to follow the course for obtaining the certificate for transporting damaged vehicles, candidates will submit a file with the following documents to the headquarters of the professional training and development center authorized by the Ministry of Transport:

a) request,
b) the identity document within the validity period, in copy,
c) valid driver's license, in copy,
d) as the case may be, the certificate for transport of damaged vehicles held, in copy

The copies of the documents provided for in letters b) - d) are certified by the applicant for compliance with the original by the document "The undersigned ……….., declare on my own responsibility, under the penalty of the criminal law on false declarations, that this act complies with the original ” and signature.

Course duration: 5 days (35 hours)
