A driver engaged in the carriage of passengers for hire or reward must hold a certificate of professional competence confirming that he has acquired professional knowledge as a driver of a motor vehicle for the carriage of passengers for hire or reward.

In order to obtain the certificate of professional competence, the applicant must attend a vocational training course and pass an examination consisting of a grid test.

The certificate of professional training is issued for an indefinite period, with a compulsory 5-year visa. The visa is granted after passing an examination consisting of a grid test, without the need to follow a vocational training course.

The vocational training certificate is valid if it is endorsed on time and the driver provides proof that he is medically and psychologically fit for public passenger transport and holds the appropriate driving licence.

The professional training and certification of drivers engaged in the carriage of passengers for hire or reward is regulated by:

- Law No 38/2003 on transport by taxi and for hire, as subsequently amended and supplemented;
- Order of the Minister of Transport No 3/2008 approving the Rules on the professional certification of drivers carrying out passenger transport by taxi or transport for hire and the approval of vehicles carrying out transport by taxi.

In order to be able to carry out passenger transport for hire, the driver must meet the following conditions:

a) have a valid category B driving licence with at least two years' validity;
(b) hold a valid certificate of professional competence;
c) be medically and psychologically fit;
d) be at least 21 years of age;
(e) have no mention on their criminal record certificate of the offences referred to in Article 9(1)(a) and (b). (1) letter d) point 1 of Law no. 38/2003 on transport by taxi and for hire, as subsequently amended and supplemented, i.e. to show that the person concerned has not been convicted of:
- offences against safety on public roads;
- offences relating to drug trafficking and consumption;
- offences against life, health and physical integrity;
- offences concerning trafficking and exploitation of vulnerable persons;
- offences against sexual freedom and integrity;
- crimes against property.

The examination for obtaining a visa on the certificate of professional competence for the carriage of passengers for hire or reward consists of a set of 20 questions to be answered in 20 minutes. Each question has four possible answers of which only one is correct.

At least 70% of the questions, i.e. at least 14 questions, must be answered correctly in order to pass the examination.

At the end of the exam, the score and pass/fail grade obtained by each candidate are automatically displayed on the terminal screen of the PC unit where he/she took the exam.

The grade obtained in the examination can also be found on the www.arr.ro website here , under the section Certificate/attestation information, on the first working day after the examination.

The examination for the professional certification of road transport specialists is organised and conducted only for candidates registered in the computerised examination system by authorised centres.

For each examination session provided for in the Examination Calendar, the candidates shall be scheduled on that day by the examination board according to the specialities for which they are taking the examinations and, secondarily, in alphabetical order of the candidates' names. The Romanian Road Authority - A.R.R. shall notify the training centres concerned of the schedule at least 48 hours before the exams are held and, in addition, it shall also be published on the website: www.arr.ro.

The members of the examination committee forbid access to the examination room to candidates under the influence of alcoholic beverages or psychotropic substances, as well as to any person who is not a candidate, except in cases where the technical staff intervenes to remedy a malfunction of the electronic equipment.

The members of the examination board shall allocate to each candidate who meets the conditions for taking the examination, via the computer system, a unique examination number code for each candidate, which shall give him/her access to the grid questionnaire generated by the computerised examination system application. The numerical examination code is given to candidates when they enter the examination room.

When entering the examination room, candidates are required to fill in their name and surname, their personal code number and their handwritten signature on the table provided by the examination board.

After entering the table, candidates are directed to the PC terminal/unit where they are to answer the grid-type questionnaire. Candidates access the computer-assisted examination system using the unique examination code received from the examination board.

Examination Board members interrupt the examination of candidates who:

- use aids, technical communication or audio/video recording equipment or any objects/equipment in the examination room that could be used to cheat the examination;
- engage in discussions with other candidates, are noisy or in a manner likely to disrupt the examination of other candidates, or are not in good behaviour,
- appear for the examination under the influence of alcohol or psychotropic substances.

Candidates who take the examination must meet all of the following conditions:

(a) he/she has completed the training course by the authorised centre which registered him/her for the examination, which certifies that the provisions of the specific regulations in force concerning the conditions for registration, the period during which the candidate has carried out the theoretical training, as well as the conditions for taking the examination, in the case of the examination for the certificate of attestation of professional training, have been complied with in respect of that candidate;
b) is registered in the computerised examination system by the training and further training centre, which certifies that the conditions laid down in the legal regulations for the examination and the endorsement of the certificate of professional competence are fulfilled in the case of the examination for the endorsement of the certificate;
c) presents the original of the documents required to identify and establish the right to take the examination, i.e. identity card and driving licence or valid replacement proof of driving licence or valid certificate stating that the driving licence is submitted for exchange, as well as proof of completion of the vocational training course in the case of the examination for obtaining the certificate;
d) present proof of payment of the fee of 67 lei to the account of the ARR Territorial Agency from which he/she wishes to collect the certificate;

CONDITIONS FOR REGISTRATION:
They must not have any entries on their criminal record certificate showing that they have been convicted of: offences against safety on public roads; offences relating to drug trafficking and consumption; offences against life, health and bodily integrity; offences relating to trafficking and exploitation of vulnerable persons; offences against sexual freedom and integrity; offences against property;"
Has not had his right to drive a motor vehicle suspended for driving under the influence of alcohol or narcotic substances or has not been involved in road traffic accidents resulting in victims through his own fault;
current residence in Romania.

n order to register for the training courses for obtaining the certificate of professional attestation for the carriage of passengers for hire or reward, applicant drivers must present the following documents:

a) application;
b) a copy of a valid identity card showing that they are at least 21 years old;
c) a copy of a valid driving licence, at least 2 years old for category B;
d) a certificate issued by the traffic police showing that they have not had their driving licence suspended for driving a motor vehicle under the influence of alcohol or narcotic substances or have not been involved in a road accident resulting in death through their own fault within the last year;
e) a copy of a valid medical and psychological certificate showing that he/she is fit to carry passengers (issued by establishments approved by the M.T.); the list of approved establishments is posted on the M.T. website and can be viewed here
f) a copy of the criminal record certificate, in which there are no entries relating to the offences referred to in Article 9(1)(a) and (b) of this Regulation. (1) letter d) point 1 of Law no. 38/2003 on transport by taxi and for hire, i.e. that she has not been convicted of:
- offences against safety on public roads;
- offences relating to drug trafficking and consumption;
- offences against life, health and physical integrity;
- offences relating to trafficking in and exploitation of vulnerable persons;
- offences against sexual freedom and integrity;
- crimes against property.
