
Drivers of vehicles transporting dangerous goods as defined in the Annexes to the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), concluded in Geneva on September 30, 1957, to which Romania has acceded through Law no. 31/1994, with subsequent amendments and additions, hereinafter referred to as ADR, must hold an ADR certificate issued by the Ministry of Transport through the Romanian Road Authority - ARR, which attests that they have participated in the training courses and have passed the specific examination regarding the special requirements to be met for the road transport of dangerous goods.
To enroll in the initial training courses, candidates must hold a valid driving license issued or recognized by the competent authority in Romania, for at least one of the following vehicle categories: B, C1, C, Tr., BE, C1E, CE.
Drivers of vehicles transporting dangerous goods in fixed or demountable tanks with a capacity exceeding 1 m3, drivers of battery vehicles with a total capacity exceeding 1 m3, and drivers of vehicles transporting dangerous goods in tank-containers, mobile tanks, or MEGCs (multiple-element gas containers) with an individual capacity exceeding 3 m3 per transport unit must undergo, in addition to the basic course (PACKAGES), a specialized course for the transport in tanks.
After completing the professional training course, the candidate can only take the exam in the county/municipality of Bucharest where the authorized center at which they received training is located.
Candidates who fail the first exam can take a new exam in any county or in Bucharest.
The exam for obtaining the ADR TANKERS certificate consists of a set of 20 multiple-choice questions that must be answered within 20 minutes. Each question has four answer options, of which only one is correct.
To pass the exam, it is necessary to answer correctly at least 70% of the questions, which means at least 14 questions.
At the end of the exam, the score and the pass/fail status obtained by each candidate are automatically displayed on the PC terminal screen at the examination center where they took the exam.
Additionally, the exam result can be obtained from the website www.arr.ro here, in the "Certificate/Qualifications Information" section, on the first working day after the exam.
The examination for the professional certification of specialized personnel in the field of road transport is organized and conducted only for candidates registered in the examination information system by authorized centers.
For each examination session provided in the Examination Calendar, the candidates' scheduling on that day is done by the examination committee based on the specialties for which they are taking the exams and, secondarily, in alphabetical order of the candidates' names. The scheduling is communicated to the interested training centers by the Romanian Road Authority - ARR, at least 48 hours before the exams, and it is also posted on the website: www.arr.ro.
The members of the examination committee prohibit access to the examination room for candidates under the influence of alcoholic beverages or psychotropic substances, as well as for any person who is not a candidate, except in cases where technical staff intervene to remedy a malfunction of the electronic equipment.
The members of the examination committee allocate to each candidate who meets the conditions for taking the examination, through the information system, a numeric examination code, unique for each candidate, which allows them access to the multiple-choice questionnaire generated by the examination information system application. The numeric examination code is handed to the candidates upon entering the examination room.
Upon entering the examination room, candidates are required to complete their name, first name, personal numeric code, and handwritten signature on the table provided by the examination committee.
After registration in the table, candidates are directed to the terminal/PC unit where they will solve the multiple-choice questionnaire. Candidates access the computer-assisted examination information system using the unique examination code received from the examination committee.
The members of the examination committee interrupt the examination of candidates who:
- Use aiding writings, technical communication or audio/video recording equipment, or any objects/equipment that could be used to cheat on the exam;
- Engage in discussions with other candidates, behave noisily or in a manner that may disturb the examination of other candidates or do not maintain a decent conduct,
- Present themselves for the exam under the influence of alcoholic beverages or psychotropic substances.

In order to attend the course and obtain the ADR CISTERNE certificate, candidates must submit the following documents to the authorized training center for professional training and development, accredited by the Ministry of Transport:
- a) Application form,
- b) Valid identification document (copy),
- c) Valid driver's license (copy),
- d) Copy of the A.D.R. certificate, if applicable.
The copies of documents mentioned in points b) to d) must be certified by the applicant as true copies of the originals, using the following statement: "I, the undersigned ..........., declare under criminal penalty for false statements that this document is a true copy of the original" and sign it.

The participants will receive course materials and will be provided with identical training conditions for the examination (on a tablet).
The course topics are specified in the Order of the Ministry of Transport, no. 1214/2015, Annex 4a.
