
Drivers of vehicles transporting dangerous goods as defined in the Annexes to the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), concluded in Geneva on September 30, 1957, to which Romania has adhered through Law no. 31/1994, with subsequent modifications and amendments, hereinafter referred to as A.D.R., must possess an A.D.R. certificate issued by the Ministry of Transport through the Romanian Road Authority (A.R.R.), which certifies their participation in the training courses and successful completion of the specific examination regarding the special requirements to be met for the road transport of dangerous goods.
To enroll in the initial training courses, candidates must hold a valid driving license issued or recognized by the competent authority in Romania, for at least one of the following vehicle categories: B, C1, C, Tr., BE, C1E, CE.
The drivers of vehicles transporting explosive goods or articles belonging to Class 1, as defined in Part 2 of the A.D.R., must undergo, in addition to the basic course, a specialized course for the transportation of goods in this class.
After completing the professional training course, the candidate can only take the exam in the county/municipality of Bucharest where the authorized training center, where they underwent training, is located.
Candidates who fail the first exam can take a new exam in any county or in Bucharest Municipality.
The exam for obtaining the ADR CLASS 1 certificate consists of a set of 20 multiple-choice questions that must be answered within 20 minutes. Each question has four answer options, of which only one is correct.
To pass the exam, it is necessary to answer correctly at least 70% of the questions, which means at least 14 questions.
At the end of the exam, the candidate's score and the "passed" or "failed" qualification are automatically displayed on the screen of the PC terminal at which the candidate took the exam.
Additionally, the exam result can be obtained from the website www.arr.ro, under the section "Certificate/Attestation Information," on the first working day after the exam.
The examination for the professional certification of specialized personnel in the field of road transport is organized and conducted only for candidates registered in the examination system by authorized centers.
For each examination session specified in the Examination Calendar, the candidates' scheduling on that day is done by the examination committee based on the specialties for which they are taking the exams and, secondarily, in alphabetical order of the candidates' names. The scheduling is communicated to the interested training centers by the Romanian Road Authority (A.R.R.) at least 48 hours before the exams are held, and it is also posted on the website: www.arr.ro.
The members of the examination committee prohibit the access to the examination room of candidates under the influence of alcohol or psychotropic substances, as well as any person who is not a candidate, except in cases where technical personnel intervene to rectify an electronic equipment malfunction.
The members of the examination committee assign each candidate who meets the examination requirements a unique numeric examination code through the computer system, which allows them to access the multiple-choice questionnaire generated by the examination system's application. The numeric examination code is handed to the candidates upon entering the examination room.
Upon entering the examination room, candidates are required to fill in their name, surname, personal numeric code, and handwritten signature on the table provided by the examination committee.
After registration in the table, candidates are guided to the PC terminal where they will solve the multiple-choice questionnaire. Candidates access the computer-assisted examination system by using the unique examination code provided by the examination committee.
The examination committee members interrupt the examination of candidates who:
- Use auxiliary writings, technical communication or audio/video recording equipment, or any kind of objects/equipment that could be used to cheat during the exam;
- Engage in discussions with other candidates, behave noisily or in a manner that could disturb other candidates' examination or do not maintain proper conduct;
- Present themselves for the exam under the influence of alcohol or psychotropic substances.

If you choose to enroll online, you should know that to complete the registration, you must present yourself at our headquarters with the original documents within a maximum of 3 working days.
In order to attend the course for obtaining the ADR CLASS 1 certificate, candidates must submit a file containing the following documents to the headquarters of the authorized training and professional development center approved by the Ministry of Transport:
- a) Application form,
- b) Valid identification document, copy,
- c) Valid driver's license, copy,
- d) If applicable, copy of the A.D.R. certificate held.
The copies of the documents mentioned in points b) to d) must be certified by the applicant as true copies of the originals, with the following statement: "I, the undersigned .........., declare under penalty of law regarding false statements that this document is true to the original" and signature.
