
Drivers of vehicles transporting dangerous goods as defined in the Annexes to the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), concluded in Geneva on September 30, 1957, to which Romania acceded through Law No. 31/1994, as subsequently amended and supplemented, hereinafter referred to as A.D.R., must hold an A.D.R. certificate issued by the Ministry of Transport through the Romanian Road Authority (A.R.R.), which certifies their participation in the training courses and successful completion of the specific examination regarding the special requirements to be met for the road transport of dangerous goods.
After completing the professional training course, the candidate can take the exam only in the county/municipality of Bucharest where the authorized center, where they have undergone the training, is located.
Candidates who fail the first exam can take a new exam in any county or in Bucharest.
The exam for obtaining the ADR PACKAGE certificate consists of a set of 30 multiple-choice questions that must be answered within 30 minutes. Each question has four answer options, of which only one is correct.
To pass the exam, it is necessary to answer correctly at least 70% of the questions, which means at least 21 questions.
At the end of the exam, the score and the pass/fail status obtained by each candidate are automatically displayed on the PC terminal screen where they took the exam.
Additionally, the exam result can be obtained from the website www.arr.ro, under the section "Certificate/Attestation Information," on the first working day after the exam.
The examination for the professional certification of specialized personnel in the field of road transport is organized and conducted only for candidates registered in the examination computer system by authorized centers.
For each examination session specified in the Examination Calendar, the scheduling of candidates on the respective day is done by the examination committee, based on the specialties for which they are taking the exams, and secondarily, in alphabetical order of the candidates' names. The scheduling is communicated to the interested training centers by the Romanian Road Authority (A.R.R.) at least 48 hours before the exams and is also posted on the website: www.arr.ro.
The members of the examination committee prohibit the access to the examination room of candidates under the influence of alcoholic beverages or psychotropic substances, as well as any person who is not a candidate, except in cases where technical personnel intervene to fix an electronic equipment malfunction.
The members of the examination committee allocate to each candidate who meets the examination requirements a unique examination numeric code through the computer system, which allows access to the multiple-choice questionnaire generated by the examination computer system application. The examination numeric code is given to the candidates upon entering the examination room.
Upon entering the examination room, candidates are obliged to complete the table provided by the examination committee with their name, surname, personal numeric code, and handwritten signature.
After registering in the table, candidates are guided to the PC terminal/unit where they will solve the multiple-choice questionnaire. Candidates access the computer-assisted examination system using the unique examination numeric code received from the examination committee.
The members of the examination committee interrupt the examination of candidates who:
- use assisting notes, technical communication equipment, audio/video recording, or any objects/equipment that could be used to cheat on the exam in the examination room;
- engage in discussions with other candidates, behave loudly or in a manner that may disturb other candidates during the examination, or do not have a decent conduct;
- appear for the exam under the influence of alcoholic beverages or psychotropic substances.

If you choose to enroll online, you should know that to complete the registration, you must present yourself at our headquarters with the original documents within a maximum of 3 working days.
In order to attend the course for obtaining the CPC (Certificate of Professional Competence) for freight transport, candidates must submit a file with the following documents at the headquarters of the authorized training and professional development center, as approved by the Ministry of Transport:
- a) Application form,
- b) Valid copy of the identity document,
- c) Valid copy of the driver's license,
- d) Copy of the document demonstrating one of the following conditions:
- Residing in Romania, as defined in Article 14 of Council Regulation (EEC) No. 3821/85 of December 20, 1985, as amended and supplemented;
- Employed by a company established in Romania.
The copies of the documents listed in points b) to d) must be certified by the applicant as true copies of the original, with the inscription: "I, the undersigned..., declare under criminal penalty for making false statements that this document is in accordance with the original," followed by the signature.
Course Duration:
Basic Course (Transport of Dangerous Goods in Packages): 3 days (18 hours)
Participants will receive course materials and undergo identical preparation conditions for the examination (on tablets).
