
For the exercise of the occupation, drivers holding driving licenses corresponding to at least one of the categories C1, C1E, C, and CE must possess a minimum level of knowledge necessary for carrying out the profession, which needs to be periodically updated.
The Certificate of Periodic Professional Qualification, known as CPC, serves as proof of the driver's periodic professional training.
The following categories of drivers are required to undergo periodic professional training courses for the exercise of the profession:
a) Drivers exempted from the obligation to hold an Initial Professional Qualification Certificate (CPI), namely:
- Holders of a driving license for at least one of the categories C1, C1E, C, and CE issued before September 9, 2009, for the transportation of goods, are required to attend periodic professional training courses for the exercise of the profession. b) Drivers who hold an Initial Qualification Certificate (CPI) must attend periodic professional training courses in the last year of validity of the certificate. c) Drivers who hold a CPC must attend periodic professional training courses in the last year of validity of the certificate they possess. d) Drivers who hold a CPI or CPC, have ceased exercising the profession, and their qualification certificate has expired, are required to attend a periodic professional training course before resuming their activity.
Only drivers who meet one of the following conditions can obtain a CPC in Romania:
a) Have their residence in Romania, as defined in Article 14 of Council Regulation (EEC) No. 3821/85 of December 20, 1985, as amended; b) Are employed by a company established in Romania.
Note: According to Article 14 of Council Regulation (EEC) No. 3821/85 of December 20, 1985, "current residence" means the place where a person usually resides, i.e., at least 185 days per calendar year, for personal or professional reasons, or in the case of a person without professional obligations, for personal reasons, due to close ties between the person and the place of residence.
However, the current residence of a person with professional obligations in a location different from their personal obligations, who is therefore required to reside alternately in different places in two or more member states, is considered to be the place where they have personal obligations, provided that the person regularly returns there. This last condition is not necessary when the person is on a stay in a member state to fulfill a mission of a determined duration.
Drivers provide proof of their current residence through all means, especially through their identity card or other valid documents.
After completing the professional training course, the candidate can only take the exam in the county/municipality of Bucharest where the authorized center, where they received the training, is located.
Candidates who fail the first exam can take a new exam in any county or in the Municipality of Bucharest.
The exam for obtaining the CPC consists of a multiple-choice questionnaire with 30 grid-type questions, generated by the examination computer application, which must be completed within 30 minutes. Each question has four answer options, of which only one is correct.
To pass the exam, it is necessary to answer correctly at least 70% of the questions, which means at least 21 questions.
At the end of the exam, the score and the pass/fail result obtained by each candidate are automatically displayed on the PC unit screen at the examination center where they took the exam.
The results obtained by candidates in the exam are uploaded to the website www.arr.ro, in the "Certificate/Qualification Information" section, on the first working day after the exam.
The examination for the professional certification of specialized personnel in the field of road transport is organized and conducted only for candidates registered in the examination computer system by authorized centers.
For each examination session specified in the Examination Schedule, the scheduling of candidates on the respective day is done by the examination committee based on the specialties for which they are taking the exams and, secondarily, in alphabetical order of the candidates' names. The scheduling is communicated to the interested training centers by the Romanian Road Authority - A.R.R., at least 48 hours before the exams, and is also posted on the website: www.arr.ro.
Members of the examination committee prohibit access to the examination room for candidates under the influence of alcohol or psychotropic substances, as well as any person who is not a candidate, except in cases where technical personnel intervene to remedy an electronic equipment malfunction.
Members of the examination committee assign to each candidate who meets the conditions for taking the examination a unique numeric examination code through the computer system, which allows them access to the multiple-choice questionnaire generated by the examination computer system. The numeric examination code is handed to the candidates upon entering the examination room.
Upon entering the examination room, candidates are required to fill in their name, surname, personal numeric code, and handwritten signature on the table provided by the examination committee.
After registering in the table, candidates are directed to the PC terminal/unit where they will solve the multiple-choice questionnaire. Candidates access the computer-assisted examination system using the unique examination code provided by the examination committee.
The examination committee members interrupt the examination of candidates who:
- Use aids, technical communication or audio/video recording equipment, or any objects/equipment that could be used to cheat on the exam;
- Engage in discussions with other candidates, behave noisily or in a manner that may disrupt the examination of other candidates, or do not maintain a decent demeanor;
- Present themselves for the exam under the influence of alcohol or psychotropic substances.
CONDITIONS FOR ENROLLMENT IN OBTAINING CPC GOODS CERTIFICATE:
- They are citizens or nationals of a European Union member state who have their residence in Romania (according to Article 14 of Regulation 3821/85).
- They are citizens or nationals of non-European Union member states who are employed by a company established in Romania.

In order to attend the course for obtaining the CPC goods transport certificate, candidates must submit a file with the following documents at the authorized training and professional development center of the Ministry of Transport:
a) Application form,
b) Valid identity document, copy,
c) Valid driver's license, copy,
d) Copy of the document proving one of the following conditions:
- Having residence in Romania, as defined in Article 14 of Council Regulation (EEC) No 3821/85 of 20 December 1985, as amended and supplemented;
- Being employed by a company established in Romania.
The copies of the documents mentioned in letters b) - d) must be certified by the applicant as true copies of the original document by the inscription "I, the undersigned........, declare under penalty of criminal law regarding false statements that this document is a true copy of the original" and signing.
Course duration: 5 days (35 hours)
