For the exercise of the occupation, drivers holding driving licenses corresponding to at least one of the categories D1, D1E, D, and DE must have a minimum level of knowledge necessary for the profession, which needs to be periodically updated.

The Certificate of Periodic Professional Qualification, known as CPC, serves as proof of the driver's periodic professional training.

The following categories of drivers are required to attend periodic professional training courses for the exercise of the profession:

a) Drivers exempted from the requirement of holding an initial professional qualification certificate (CPI), namely:

  • Holders of a driving license for at least one of the categories D1, D1E, D, and DE, issued before September 9, 2008, for the transport of passengers.

b) Drivers who hold an initial qualification certificate, known as CPI, must attend periodic professional training courses in the last year of validity of the certificate.

c) Drivers who hold a CPC must attend periodic professional training courses in the last year of validity of the certificate.

d) Drivers holding a CPI or CPC, who have ceased to exercise the profession and whose qualification certificate has expired, are required to attend a periodic professional training course before resuming their activity.

Only drivers who meet one of the following conditions can obtain a CPC in Romania:

a) They have their residence in Romania, as defined in Article 14 of Council Regulation (EEC) No. 3821/85 of December 20, 1985, as amended. b) They are employed by an enterprise established in Romania.

Note: According to Article 14 of Council Regulation (EEC) No. 3821/85 of December 20, 1985, "usual residence" means the place where a person has their usual residence, typically at least 185 days per calendar year, for personal or professional reasons, or in the case of a person without professional obligations, for personal reasons, due to close ties between that person and the place of residence.

However, the usual residence of a person with professional obligations in a location different from their personal obligations, and who is therefore required to reside alternately in different places located in two or more member states, is considered to be the place where they have their personal obligations, provided that the person regularly returns there. This last condition is not necessary when the person stays in a member state to fulfill a mission of determined duration.

Drivers provide proof of their usual residence through all means, especially through their identity card or other valid documents.

After completing the professional training course, the candidate can only take the exam in the county/municipality of Bucharest where the authorized center, where the training was conducted, is located.

Candidates who fail the first exam can take a new exam in any county or in Bucharest Municipality.

The exam for obtaining the CPC consists of a multiple-choice questionnaire with 30 questions generated by the examination software application, which must be completed within 30 minutes. Each question has four answer options, of which only one is correct.

To pass the exam, it is necessary to answer correctly at least 70% of the questions, which means at least 21 questions.

At the end of the exam, the score and the pass/fail result obtained by each candidate are automatically displayed on the PC unit's terminal screen where they took the exam.

The candidates' exam results are uploaded to the website www.arr.ro, in the "Certificate/Qualification Information" section, on the first working day after the exam.

The examination for the professional certification of specialized personnel in the field of road transport is organized and conducted only for candidates registered in the examination system by authorized centers.

For each examination session specified in the Examination Calendar, the scheduling of candidates on that day is done by the examination committee based on the specialties for which they take the exams and, secondarily, in alphabetical order of the candidates' names. The scheduling is communicated to the interested training centers by the Romanian Road Authority (A.R.R.) at least 48 hours before the exams, and additionally, it is also posted on the website: www.arr.ro.

Examination committee members prohibit the access to the examination room of candidates under the influence of alcoholic beverages or psychotropic substances, as well as any person who is not a candidate, except in cases where technical staff intervene to remedy a malfunction of the electronic equipment.

Examination committee members allocate to each candidate who meets the examination requirements, through the computerized system, a unique numerical examination code, which allows them access to the multiple-choice questionnaire generated by the examination system software. The numerical examination code is handed to the candidates upon entering the examination room.

Upon entering the examination room, candidates are obliged to fill in their names, personal numerical code, and handwritten signature on the table provided by the examination committee.

After registration in the table, candidates are directed to the PC terminal where they will solve the multiple-choice questionnaire. Candidates access the computer-assisted examination system using the unique examination code received from the examination committee.

Examination committee members interrupt the examination of candidates who:

  • Use auxiliary writings, technical communication or audio/video recording equipment, or any kind of objects/equipment that could be used to cheat on the exam;
  • Engage in discussions with other candidates, behave noisily or in a manner that may disrupt the examination of other candidates or do not maintain proper decorum;
  • Present themselves for the exam under the influence of alcoholic beverages or psychotropic substances.

REGISTRATION CONDITIONS FOR OBTAINING CPC PERSONAL CERTIFICATE:
they are citizens or nationals of a member state of the European Union who reside in Romania (according to art. 14 of Reg. 3821/85);
are citizens or nationals of non-member states of the European Union who are employed by an enterprise established in Romania.

If you choose to register online, you should know that in order to complete the registration, you must present yourself at our headquarters with the original documents within 3 working days at most.

In order to follow the course for obtaining the cargo transport CPC, candidates will submit a file with the following documents to the headquarters of the professional training and development center authorized by the Ministry of Transport:

a) request,
b) the identity document within the validity period, in copy,
c) valid driver's license, in copy,
d) the copy of the act that demonstrates the fulfillment of one of the following conditions:
- resides in Romania, as defined in art. 14 of Regulation (EEC) no. 3821/85 of the Council of December 20, 1985, with subsequent amendments and additions;
- is employed by an enterprise established in Romania

The copies of the documents referred to in letters b) - d) are certified by the applicant for compliance with the original by the document "The undersigned ……….., declare on my own responsibility, under the penalty of the criminal law on false declarations, that this act is in accordance with the original ” and signature.

COURSE STRUCTURE:

Course duration: 5 days (35 hours)
