In order to practice their profession, drivers holding driving licenses corresponding to at least one of the categories D1, D1E, D, and DE must possess a minimum level of knowledge necessary for the exercise of the profession, knowledge that needs to be periodically updated.

The Initial Professional Qualification Certificate, hereinafter referred to as CPI, represents evidence of the initial professional qualification and can be obtained in accordance with the provisions of the Norms in Annex No. 2 to Order No. 1214/2015.

Drivers who hold a driving license for at least one of the categories D1, D1E, D, and DE, issued until September 9, 2008, are exempt from the obligation of initial qualification.

In Romania, only drivers who meet one of the following conditions can obtain the CPI:

a) They are citizens or nationals of a European Union Member State who have their residence in Romania, as defined in Article 14 of Council Regulation (EEC) No. 3821/85 of December 20, 1985, on recording equipment in road transport, as amended and supplemented. b) They are citizens or nationals of non-European Union Member States who are employed by a company established in Romania or have acquired the right to work in Romania.

(In the sense of Regulation (EEC) No. 3821/1985, "current residence" is the place where a person usually resides, that is, for at least 185 days in each calendar year, for personal or professional reasons, or in the case of a person without professional obligations, for personal reasons, due to close ties between that person and the place of residence. However, the habitual residence of a person whose professional ties are in a different place than their personal ties, and who therefore resides alternately in different places located in two or more Member States, is considered to be the place where that person has personal ties, provided that person regularly returns there. This last condition is not imposed if the person resides in a Member State for the execution of a specific mission. Drivers must prove their current residence by all means, especially through their identity card.)

The CPI exam consists of a theoretical and a practical test.

The theoretical exam consists of two papers:

a) a 2-hour test, consisting of a questionnaire of 100 questions with 4 answer options, one of which is correct, the test having at least one question for each of the general objectives and those specific to the type of transport, provided in annex 2a ) at OMT no. 1214/2015;
b) a 2-hour test, consisting of 6 case studies, with a total of 20 questions.

The candidate is considered admitted if he answered at least 70% of the questions correctly and obtained at least 70% of the maximum cumulative score of the case studies. Therefore, to pass the exam, the candidate must get at least 70 correct answers to the quiz questions and at least 14 correct answers to the case study questions.

For both the computerized test and the case study, no fractional marks are awarded; an incomplete/incorrect answer will be marked with 0, and a correct answer will be marked with 1; in the case study, the correct answer is the one that meets the requirements of the question statement.

The results of the exam candidates are uploaded on the www.arr.ro website here, in the certified/attested information section, on the first working day after the exam.

The examination for the professional attestation of road transport specialists is organized and conducted only.

CONDITIONS FOR OBTAINING THE CPI CERTIFICATE OF PERSONS:
are citizens or nationals of a Member State of the European Union residing in Romania (according to art.14 of Reg.3821/85);
are citizens or nationals of non-EU Member States who are employed by an enterprise established in Romania or have acquired the right to work in Romania.

c) copy of driving licence,
d) the document proving that the conditions laid down in Article 1(1) have been met. (6) of the OMT no. 1214/2015, in copy.

Note: Copies of the documents referred to in points b) - d) shall be certified by the applicant to be in conformity with the original by writing "The undersigned ..............................., declare on my own responsibility, under penalty of the criminal law on false statements, that this document is in conformity with the original" and signing.
