According to the provisions of Article 2, point 5 of Regulation (EC) No. 1071/2009, the term "transport manager" refers to a natural person employed by a company or, in the case where the company itself is a natural person, that person or, if expressly provided, another natural person designated by the company through a contract, who permanently and effectively manages the transport activities of the respective company.

According to Article 1, paragraph (3) of Annex No. 1 to Order No. 1214/2015, individuals who have completed high school and meet the conditions provided in Article 8, paragraph (2) of Regulation (EC) No. 1071/2009 regarding residence, have access to training and professional certification as a transport manager, as follows:

The individuals in question must take the examination in the member state where they have their usual residence or in the member state where they work.

Usual residence is the place where a person normally resides, that is, for at least 185 days in each calendar year, due to personal connections that demonstrate a close link between that person and the place of residence.

However, the usual residence of a person whose professional connections are in a location other than the one where their personal connections are, and as a result, lives alternately in different places in two or more member states, is considered to be the place where that person has personal connections, provided that person regularly returns there. This last condition is not required if the person resides in a member state for the purpose of carrying out a specific mission.

Attending courses at a university or school does not imply a transfer of usual residence.

After completion of the training course, the candidate may take the examination only in the county/municipality of Bucharest in which the authorised centre where he/she completed the training is based.

Candidates who fail the first examination may take a new examination in any county or in the Municipality of Bucharest.

 

Initial vocational training course

The theoretical examination for the initial professional certification of transport managers consists of the following tests:

a) a computer-based test, lasting two hours, comprising a questionnaire with 100 questions with four possible answers, only one of which is correct;
(b) a written test, lasting two hours, comprising a case study with 20 questions.

In order to pass the examination, candidates must obtain at least 62% of the total marks awarded for the two tests, but the percentage of marks obtained in each test must not be less than 50% of the possible marks.

Remarks:

- if more than 62 correct answers are given to the computer-based questionnaire, passing the examination requires at least 10 correct answers to the case study questions (minimum of 50% of the possible marks);
- no fractions of points are awarded for both the computer-based test and the case study; incomplete/incorrect answers will be marked with 0 and a correct answer will be marked with 1; in the case study the correct answer is the one that satisfies the requirements of the question statement;
- the total cumulative time spent by a candidate on one or more examinations on the same day may not exceed 4 hours;
- candidates' examination results are uploaded to the www.arr.ro website here, under the section Certificate/attestation information, on the first working day after the examination.

Periodic training course:

The assessment of the knowledge update consists of the analysis of the answers given by the candidate to the questions of the case study which contains 10 questions and must be solved within one hour.

In order to be considered to have met the knowledge update requirement, the candidate must achieve at least 50% of the total marks in the case study.

Following the assessment, the committee issues the candidate with an assessment sheet recording the updating/updating of knowledge. The board also retains an original copy of the assessment sheet which the candidate has signed for acknowledgement of its contents.

Candidates who for personal reasons are not present when the evaluation sheet is drawn up, can find out the result on the www.arr.ro website here, under the section certified/attested information, on the first working day after the examination.

The examination for the professional certification of road transport specialists is organised and conducted only for candidates registered in the computerised examination system by authorised centres certifying that they have completed their professional training in accordance with the regulations in force.

For each examination session provided for in the Examination Calendar, the candidates shall be scheduled on that day by the examination board according to the specialities for which they are taking the examinations and, secondarily, in alphabetical order of the candidates' names. The Romanian Road Authority - A.R.R. shall notify the training centres concerned of the schedule at least 48 hours before the exams are held and, in addition, it shall be published on the website: www.arr.ro.

The members of the examination committee forbid access to the examination room to candidates under the influence of alcoholic beverages or psychotropic substances, as well as to any person who is not a candidate, except in cases where the technical staff intervenes to remedy a malfunction of the electronic equipment.

The members of the examination board shall allocate to each candidate who meets the conditions for taking the examination, via the computer system, a unique examination number code for each candidate, which shall give him/her access to the grid questionnaire generated by the computerised examination system application. The numerical examination code is given to candidates when they enter the examination room.

When entering the examination room, candidates are required to fill in their name and surname, their personal code number and their handwritten signature on the table provided by the examination board.

After entering the table, candidates are directed to the PC terminal/unit where they are to answer the grid-type questionnaire. Candidates access the computer-assisted examination system using the unique examination code received from the examination board.

Candidates' scores for the grid questions contained in the questionnaires generated by the computerised examination system are automatically displayed on the terminal/unit screen at the end of the test.

ENROLLMENT CONDITIONS:

High school graduate. The individuals in question must take the examination in the member state where they have their usual residence or in the member state where they work.

Initial Professional Training Courses

In order to participate in the initial professional training courses for transport managers, candidates enroll at a training and professional development center authorized by the Ministry of Transport, by completing an application and submitting a file with the following documents:

a) application form, b) identity document, in copy, c) documents demonstrating the fulfillment of the conditions provided in Article 1, paragraph (3) of Annex No. 1 to Order No. 1214/2015 for the approval of the rules regarding the training and professional certification of specialized personnel in the field of road transport, in copy.

The above-mentioned documents are certified by the applicant as true copies of the originals by the inscription: "I, undersigned ............., declare under the penalty of perjury, as provided by the law on false statements, that this document is true to the original" and signature.

Periodic Professional Training Courses

In order to update their knowledge, transport managers have the obligation to attend courses for periodic professional training in the areas listed in Annex I to Regulation (EC) No. 1071/2009, which is completed by an assessment of knowledge update:

a) at intervals of no more than 10 years, if there have been no interruptions in the exercise of the profession for more than 5 years, or b) in order to resume the exercise of the profession after an interruption of more than 5 years.

For participation in periodic professional training courses, candidates enroll at a training and professional development center, by completing an application and submitting a file with the following documents:

a) application form, b) identity document, in copy, c) the transport manager certificate issued by a competent authority from a Member State of the European Union, in copy.

COURSE DURATION:

Initial Professional Training: 90 hours

The participants benefit from course materials and identical preparation conditions for the examination (on a tablet).
