
The driver who transports people by taxi must hold a certificate of attestation of professional training, which confirms the acquisition of professional knowledge as a driver of a road vehicle transporting people by taxi.
In order to obtain the professional training attestation certificate, the candidate must follow a professional training course and pass the exam that consists of solving a grid test.
The professional training attestation certificate is issued for an indefinite period, with a mandatory 5-year visa.
The professional training attestation certificate is valid as long as it is valid and the driver proves that he is medically and psychologically fit for the public transport of people and holds the appropriate driver's license.
In order to be able to transport people by taxi, the driver must cumulatively meet the following conditions:
- to have a valid category B driver's license, at least 2 years old;
- to hold a valid professional attestation certificate;
- be medically and psychologically fit;
- be at least 21 years old;
- not to have mentions in the criminal record certificate regarding the facts provided for in art. 9 para. (1) lit. d) point 1 of Law no. 38/2003 regarding transport by taxi and rental, with subsequent amendments and additions, respectively to show that the person in question has not been convicted for:
offenses against safety on public roads; - crimes related to drug trafficking and consumption;
- crimes against life, health and bodily integrity;
- crimes regarding the trafficking and exploitation of vulnerable persons;
- crimes against sexual freedom and integrity;
- crimes against patrimony.
The training and professional attestation of drivers who transport people by taxi is regulated by:
Law no. 38/2003 regarding transport by taxi and rental, with subsequent amendments and additions;
Order of the Minister of Transport no. 3/2008 for the approval of the Norms regarding the professional attestation of drivers who transport people by taxi or transport for hire and the approval of vehicles that carry out taxi transport.
After completing the professional training course, the candidate can only take the exam in the county/municipality of Bucharest where the authorized center, where they received the training, is located.
Candidates who fail the first exam can take a new exam in any county or in the Municipality of Bucharest.
The exam for obtaining the professional certification for taxi passenger transport consists of a set of 20 multiple-choice questions that must be answered within 20 minutes. Each question has four answer options, of which only one is correct.
To pass the exam, it is necessary to answer correctly at least 70% of the questions, which means at least 14 questions.
At the end of the exam, the score and the pass/fail status of each candidate are automatically displayed on the PC unit screen at the examination center.
Additionally, the exam result can be obtained from the website www.arr.ro, under the section "Certificate/Attestation Information," on the first working day after the exam.
The examination for the professional certification of specialized personnel in the field of road transport is organized and conducted only for candidates registered in the examination system by authorized centers.
For each examination session specified in the Examination Calendar, the scheduling of candidates on that day is done by the examination committee based on the specialties for which they are taking the exams and, secondarily, in alphabetical order of their names. The scheduling is communicated to the interested training centers by the Romanian Road Authority (A.R.R.) at least 48 hours before the exams and is also posted on the website: www.arr.ro.
The examination committee members prohibit access to the examination room for candidates under the influence of alcoholic beverages or psychotropic substances, as well as for anyone who is not a candidate, except in cases where technical personnel intervene to remedy an electronic equipment malfunction.
The examination committee members allocate to each candidate who meets the examination requirements, through the computerized system, a unique numeric examination code, which grants access to the multiple-choice questionnaire generated by the examination system application. The examination code is given to candidates upon entering the examination room.
Upon entering the examination room, candidates are required to fill in their name, personal numeric code, and provide a handwritten signature on the table provided by the examination committee.
After registration in the table, candidates are guided to the terminal/PC unit where they will solve the multiple-choice questionnaire. Candidates access the computer-assisted examination system using the unique examination code provided by the examination committee.
The examination committee members interrupt the examination of candidates who:
- Use aids, technical communication or audio/video recording equipment, or any objects/equipment that could be used to cheat during the exam;
- Engage in discussions with other candidates, behave loudly or in a manner that may disrupt the examination of other candidates or do not maintain proper conduct;
- Present themselves for the exam under the influence of alcoholic beverages or psychotropic substances.
Candidates appearing for the exam must cumulatively meet the following conditions:
a) Have completed the training course provided by the authorized center that enrolled them for the examination, which certifies compliance with the specific regulations regarding enrollment conditions, the period during which the candidate underwent theoretical training, and the conditions for taking the exam, in the case of the exam for obtaining the professional training certificate;
b) Be registered in the examination system by the training and professional development center, which attests to the fulfillment of the legal requirements for taking the exam and endorsing the certificate of professional training, in the case of the certificate endorsement exam;
c) Present the necessary documents in their original form for identification and verification of the right to take the exam, including the identification document, driving license, or a valid substitute proof of circulation, as well as proof of completion of the professional training course in the case of the certificate acquisition exam;
d) Provide proof of payment, in the account of the ARR Territorial Agency from which they wish to collect the certificate, of the fee amounting to 67 lei;
e) Complete the table containing the names, personal numeric codes, and signatures of the candidates taking the exam, provided by the examination committee;
f) Not use aids, technical communication or audio/video recording equipment, or any objects/equipment that could be used to cheat during the exam in the examination room;
g) Not engage in discussions with other candidates, behave loudly or in a manner that may disrupt the examination of other candidates, and maintain proper conduct;
h) Not present themselves for the exam under the influence of alcoholic beverages or psychotropic substances.
REGISTRATION REQUIREMENTS:
- Minimum age of 21;
- Category B driving license with a minimum of 2 years of experience;
- Medically and psychologically fit for passenger transport;
- No mention in the criminal record certificate indicating convictions for: offenses against road safety; offenses related to drug trafficking and consumption; offenses against life, health, and bodily integrity; offenses related to the trafficking and exploitation of vulnerable individuals; offenses against freedom and sexual integrity; offenses against property;
- Not having had the right to drive a vehicle suspended in the last year due to driving under the influence of alcohol or drugs or being involved in traffic accidents resulting in casualties due to their fault.

To attend the course for obtaining the professional certification for taxi passenger transport, candidates must submit a file with the following documents to the headquarters of the authorized training and professional development center under the Ministry of Transport:
a) Application form; b) Valid identification document copy proving a minimum age of 21; c) Valid driving license copy with a minimum of 2 years of experience in category B; d) Certificate issued by the road police service indicating no suspension of the right to drive a vehicle for driving under the influence of alcohol or drugs in the last year or no involvement in traffic accidents resulting in casualties due to their fault; e) Valid medical and psychological clearance copies indicating fitness for passenger transport (issued by approved units of the Ministry of Transport); the list of approved units is posted on the Ministry of Transport's website and can be viewed here: [link] f) Copy of the criminal record certificate without mentions regarding the offenses specified in Article 9(1)(d)(1) of Law No. 38/2003 on taxi and rental transport, indicating no convictions for:

- Offenses related to the trafficking and exploitation of vulnerable individuals;
- Offenses against freedom and sexual integrity;
- Offenses against property.
