Traffic legislation instructors provide theoretical training to individuals in order to obtain a driving license. They can engage in this activity only if they are certified by the Ministry of Transport through the Romanian Road Authority (A.R.R), in accordance with the Regulations on the Certification of Traffic Legislation Instructors and Driving Instructors, approved by Order of the Ministry of Transport no. 733/2013.

Certification as a traffic legislation instructor involves the following steps:

  • Completion of a professional training course.
  • Successful completion of the certification exam.

The validity period of the traffic legislation instructor certification is 5 years from the date of passing the exam.

Renewal of the traffic legislation instructor certification involves the following steps:

  • Completion of a professional development course in the last year of the validity period of the current certification.
  • Successful completion of the exam for the renewal of the certification, before the expiration of the current certification.

In the case of renewal, a new certification is issued, valid for 5 years from the expiration date of the previous certification.

The professional training and certification of traffic legislation instructors are regulated by the Regulations on the Certification of Traffic Legislation Instructors and Driving Instructors, approved by Order of the Ministry of Transport no. 733/2013.

Individuals who have graduated from an accredited higher education institution in the fields of legal or technical sciences are eligible for professional training and certification as traffic legislation instructors.

In addition to the educational requirement, the applicant must meet the following cumulative conditions:

a) Be at least 25 years old. b) Hold a valid driver's license for at least 5 years, in category B. c) Have not had their driving privileges suspended for alcohol-related offenses in the last year or more than twice in the last 15 years. d) Have not had their driver's license revoked in the last 10 years. e) Be medically and psychologically fit to perform the respective activities. f) Have not been convicted by a final court decision for offenses related to traffic regulations, homicide, assault or causing death, serious bodily injury, robbery, outrage, offense against public morality, disturbing public order, rape, illegal deprivation of liberty, bribery, influence peddling, drug trafficking or illicit drug use, unless rehabilitation or amnesty has occurred.

After completion of the training course, the candidate may take the examination only in the county/municipality of Bucharest in which the authorised centre where he/she completed the training is based.

Candidates who fail the first examination may take a new examination in any county or in the Municipality of Bucharest.

Only candidates who meet the conditions for enrolment in the courses and have attended the training/refresher course may take part in the examination for obtaining/renewing the road traffic law teacher's certificate.

Persons who have been declared unsuccessful in the examination for the Road Traffic Law Teacher's Certificate may take the re-examination within one year from the date of the original examination.

Persons who have been declared unsuccessful in the examination for the renewal of the road traffic law teacher's certificate may take the re-examination within one year from the date of the original examination, without exceeding the period of validity of the certificate held.

The examination for the road traffic law teacher's certificate consists of the following tests:

(a) written test, eliminatory, designed to check knowledge of the rules of traffic on public roads and knowledge of the vehicle, consisting of a 60-question grid test of 60 minutes' duration; this test is taken using a computerised system;
(b) an oral test to assess psycho-pedagogical skills, consisting of a presentation of a topic in the field of road traffic legislation and preventive driving, lasting a minimum of 15 minutes.

In order to pass the examination, the candidate must correctly answer at least 54 questions in the grid test and obtain an acceptable mark (at least 7) in the oral test.

The examination for the renewal of the road traffic law teacher's certificate consists of taking the test under (a). In order to pass the examination for renewal of the certificate, the candidate must correctly answer at least 54 questions in the grid test.

The questions in the grid test have four possible answers, of which one, two, three or all four or none of them may be correct.

At the end of the grid test, each candidate's score and pass/fail mark are automatically displayed on the terminal screen of the PC unit where they took the test.

The grade obtained in the examination can also be found on the www.arr.ro website here , under the section Certificate/attestation information, on the first working day after the examination.

The examination for professional certification of road transport specialist staff is organised and conducted only for candidates registered in the computerised examination system by authorised centres certifying that they have completed their professional training in accordance with the regulations in force.

For each examination session provided for in the Examination Calendar, the candidates shall be scheduled on that day by the examination board according to the specialities for which they are taking the examinations and, secondarily, in alphabetical order of the candidates' names. The Romanian Road Authority - A.R.R. shall notify the training centres concerned of the schedule at least 48 hours before the exams are held and, in addition, it shall also be posted on the website: www.arr.ro.

The members of the examination committee forbid access to the examination room to candidates under the influence of alcoholic beverages or psychotropic substances, as well as to any person who is not a candidate, except in cases where the technical staff intervenes to remedy a malfunction of the electronic equipment.

The members of the examination board shall allocate to each candidate who meets the conditions for taking the examination, via the computer system, a unique examination number code for each candidate, which shall give him/her access to the grid questionnaire generated by the computerised examination system application. The numerical examination code is given to candidates when they enter the examination room.

When entering the examination room, candidates are required to fill in their full name, personal code and handwritten signature on the table provided by the examination board.

After entering the table, candidates are directed to the PC terminal/unit where they are to answer the grid-type questionnaire. Candidates access the computer-assisted examination system using the unique examination code received from the examination board.

Candidates' scores for the grid questions contained in the questionnaires generated by the computer-based examination system are automatically displayed on the screen of the terminal/PC unit used by each candidate at the end of the test, including the pass/fail mark for that test.

Candidates who have obtained

ENROLLMENT CONDITIONS: age of at least 25 years holder of a driver's license for at least 5 years for categories A, B, BE, and at least 3 years for categories C, CE, D, DE, Tr, Tv, Tb no suspension of driving privileges in the last 5 years for alcohol-related offenses no revocation of the driver's license in the last 5 years medically and psychologically fit for the respective activity no final conviction for an offense related to traffic regulations, homicide, assault or causing death, serious bodily injury, robbery, outrage, offense against public morality, disturbing public order, rape, illegal deprivation of liberty, bribery, influence peddling, drug trafficking or illicit drug use, unless rehabilitation or amnesty has occurred.

The necessary documents for enrollment in the courses to obtain the certification as a traffic legislation instructor are submitted to the training and professional development center for road transport personnel authorized by the Ministry of Transport. The required documents are as follows:

  • a) original application form;
  • b) copy of identification document;
  • c) copy of the driver's license;
  • d) legalized copy of educational qualification document;
  • e) driver's record or equivalent document in the original, valid for 30 days, demonstrating that the applicant meets the conditions specified in Article 7(1)(c) and (d) of the Regulations on the Certification of Traffic Legislation Instructors and Driving Instructors, approved by Order of the Ministry of Transport no. 733/2013, with subsequent amendments and additions, or a notarized statement of responsibility, in the case of citizens from other EU member states, stating that the driver's license has not been revoked or suspended for the reasons mentioned in Article 7 of the aforementioned regulations;
  • f) valid medical and psychological certificate stating fitness for the position of traffic legislation instructor;
  • g) original certificate of criminal record demonstrating that the applicant meets the conditions specified in Article 7(1)(f) of the aforementioned regulations;

The documents listed in items b), c), and f) will be certified as true copies of the originals by stating "conform cu originalul" (true to the original), writing the name and surname, and signing by the person receiving the documents at the respective training and professional development center for road transport personnel, after comparing them with the originals.

For attending professional development courses for the renewal of the certification, the holder must submit the documents listed in items a) to g) to the training and professional development center for road transport personnel authorized by the Ministry of Transport, excluding the document mentioned in item d), along with a certified copy of the previous traffic legislation instructor certification.

  • Driving Instructor - Additional Category: 5 days (20 hours of theoretical training, 10 hours of practical training)
  • Driving Instructor - Renewal: 5 days (30 hours of theoretical training)
  • Traffic Legislation Instructor - Initial Certification: 15 days (90 hours of theoretical training)
  • Traffic Legislation Instructor - Renewal: 5 days (30 hours of theoretical training)
