
A driver engaged in the carriage of passengers for hire or reward must hold a certificate of professional competence confirming that he has acquired professional knowledge as a driver of a motor vehicle for the carriage of passengers for hire or reward.
In order to obtain the certificate of professional competence, the applicant must attend a vocational training course and pass an examination consisting of a grid test.
The certificate of professional training is issued for an indefinite period, with a compulsory 5-year visa. The visa is granted after passing an examination consisting of a grid test, without the need to follow a vocational training course.
The certificate of professional competence is valid if it is endorsed on time and the driver provides proof that he is medically and psychologically fit for public passenger transport and holds a driving licence.
The professional training and certification of drivers engaged in the carriage of passengers for hire or reward is regulated by:
- Law No 38/2003 on transport by taxi and for hire, as subsequently amended and supplemented;
- Order of the Minister of Transport No 3/2008 approving the Rules on the professional certification of drivers carrying out passenger transport by taxi or transport for hire and the approval of vehicles carrying out transport by taxi.
In order to be able to carry out passenger transport for hire, the driver must meet the following conditions:
a) have a valid category B driving licence with at least two years' validity;
(b) hold a valid certificate of professional competence;
c) be medically and psychologically fit;
d) be at least 21 years of age;
(e) have no mention on their criminal record certificate of the offences referred to in Article 9(1)(a) and (b). (1) letter d) point 1 of Law no. 38/2003 on transport by taxi and for hire, as subsequently amended and supplemented, i.e. to show that the person in question has not been convicted of:
- offences against safety on public roads;
- offences relating to drug trafficking and consumption;
- offences against life, health and physical integrity;
- offences relating to trafficking and exploitation of vulnerable persons;
- offences against sexual freedom and integrity;
- crimes against property.
After completing the professional training course, the candidate can only take the exam in the county/municipality of Bucharest where the authorized center, where they received the training, is located.
Candidates who fail the first exam can take a new exam in any county or in Bucharest.
The exam for obtaining the professional certification for passenger transport by rental vehicles consists of a set of 20 multiple-choice questions that must be answered within 20 minutes. Each question has four answer options, of which only one is correct.
To pass the exam, it is necessary to answer correctly at least 70% of the questions, which means at least 14 questions.
At the end of the exam, the candidate's score and pass/fail status are automatically displayed on the PC terminal screen at the examination center where the exam was taken.
Additionally, the exam result can be found on the website www.arr.ro, in the "Information Certificates/Certifications" section, on the first working day after the exam.
The examination for professional certification in the field of road transport is organized and conducted only for candidates registered in the examination system by authorized centers.
For each examination session specified in the Examination Schedule, candidates are scheduled by the examination committee based on the specialties for which they are taking the exams, and secondarily in alphabetical order of the candidates' names. The scheduling is communicated to the interested training centers by the Romanian Road Authority (A.R.R.) at least 48 hours before the exams, and it is also posted on the website: www.arr.ro.
The examination committee members prohibit the access to the examination room for candidates under the influence of alcohol or psychotropic substances, as well as any person who is not a candidate, except in cases where technical staff intervenes to remedy an electronic equipment malfunction.
The examination committee members assign each candidate who meets the examination requirements a unique numeric examination code through the computerized system, which allows them to access the multiple-choice questionnaire generated by the examination system application. The numeric examination code is given to the candidates upon entering the examination room.
Upon entering the examination room, candidates are required to fill in their name, personal identification code, and provide their handwritten signature on the table provided by the examination committee.
After registering in the table, candidates are guided to the PC terminal where they will answer the multiple-choice questionnaire. Candidates access the computer-assisted examination system using the unique examination code provided by the examination committee.
The examination committee members interrupt the examination for candidates who:
- use supporting documents, technical communication or audio/video recording equipment, or any objects/equipment that could be used to cheat on the exam;
- engage in discussions with other candidates, behave loudly or in a way that may disrupt the examination for other candidates, or do not maintain proper decorum;
- present themselves for the exam under the influence of alcohol or psychotropic substances.
Candidates who take the exam must meet the following cumulative conditions:
a) Have completed the training course provided by the authorized center that registered them for the exam. The completion attests that the relevant candidate complies with the specific regulations regarding the conditions for enrollment, the period of theoretical training, and the conditions for taking the exam in the case of the exam for obtaining the professional training certification.
b) Be registered in the examination system by the training and professional development center, confirming that the candidate meets the legal requirements for taking the exam and obtaining the certification, in the case of the certification review exam.
c) Present the necessary original documents for identification and verification of the right to take the exam, including the identity document and valid driver's license or a valid substitute document granting the right to drive, as well as proof of completion of the professional training course in the case of the certification exam.
d) Provide proof of payment of the examination fee of 67 lei to the ARR Territorial Agency from which they wish to collect the certification.
e) Complete the table with their name, personal identification code, and signature, provided by the examination committee.
f) Not use any supporting documents, technical communication or audio/video recording equipment, or any objects/equipment that could be used to cheat on the exam.
g) Not engage in discussions with other candidates, behave loudly or in a way that may disrupt the examination for other candidates, and maintain proper decorum.
h) Not present themselves for the exam under the influence of alcohol or psychotropic substances.
REGISTRATION CONDITIONS:
- Not having any mentions in the criminal record certificate indicating that they have been convicted of: offenses against road safety; offenses related to traffic and drug use; offenses against life, health, and bodily integrity; offenses related to trafficking and exploitation of vulnerable persons; offenses against freedom and sexual integrity; offenses against property."
- Not having had their driving license suspended for driving under the influence of alcohol or drugs or being involved in traffic accidents resulting in casualties due to their fault.
- Current residence in Romania.

To enroll in the training courses for obtaining the professional certification for passenger transport by rental vehicles, applicant drivers must submit the following documents:
a) Application form;
b) Valid identification document (copy) showing that the applicant is at least 21 years old;
c) Valid driving license (copy) with a minimum of 2 years' experience in category B;
d) Certificate issued by the traffic police service, indicating that the applicant has not had their driving license suspended for driving under the influence of alcohol or drugs in the last year, and they have not been involved in traffic accidents resulting in casualties due to their fault;
e) Valid medical and psychological certificates (copies) indicating fitness for passenger transport (issued by units authorized by the Ministry of Transport); the list of authorized units is posted on the Ministry of Transport's website and can be viewed here;
f) Criminal record certificate (copy) showing no mentions regarding the offenses specified in Article 9 (1) (d) point 1 of Law no. 38/2003 on taxi and rental transport, indicating that the applicant has not been convicted of:
- Offenses against road safety;
- Offenses related to traffic and drug use;
- Offenses against life, health, and bodily integrity;
- Offenses related to trafficking and exploitation of vulnerable persons;
- Offenses against freedom and sexual integrity;
- Offenses against property.
